Protecting Infrastructure. Minimising Risk.
When construction or development projects impact public infrastructure—such as footpaths, roads, kerbs, or drains—local councils in NSW often require a Council Asset & Utility Condition Report (also known as a dilapidation report) before works begin and once they’re completed.
At Houspect NSW, we specialise in delivering high-quality, independent condition reports for council assets. With more than 20,000 inspections completed and over 12 years of experience across NSW, our team helps ensure that councils, builders, and developers have an accurate and reliable record of public infrastructure conditions before and after construction.
A Council Asset Condition Report documents the state of public infrastructure surrounding your development site prior to construction. This includes roads, kerbs, footpaths, stormwater drains, nature strips, other council-owned assets, and any utility assets.
These reports are often a mandatory requirement under your Development Application (DA) or Construction Certificate (CC) to help:
- Prevent disputes about damage liability
- Hold the responsible party accountable for any damage
- Ensure timely reinstatement of damaged infrastructure
Once construction is complete, a post-construction inspection can be conducted to compare the current state of the assets with the original report, providing transparency for all parties.
Our reports include:
- Detailed visual and written documentation of the condition of assets surrounding your site
- High-resolution photographs of relevant structures and surfaces
- Identification of existing defects, cracking, wear, or damage
- Accurate location descriptions for all documented observations
- Clear and unbiased reporting, suitable for submission to your local council
- Optional post-construction inspection for comparison and final sign-off
All inspections are conducted by licensed building inspectors with at least 15 years of construction experience, giving councils and developers confidence in the accuracy and integrity of the report.
You’ll likely need a Council Asset Condition Report if your development involves:
- Demolition or excavation near council roads or footpaths
- Installation of driveways or drainage that intersects council land
- Major renovations, knockdown-rebuilds, or new construction projects
- Activities that require machinery, vehicle access, or delivery via public spaces
Reports are typically required before works commence and may be requested again after completion as part of the compliance and sign-off process.
- A digital report will be delivered to you (or your builder/project manager) within a few business days.
- You can submit this report to your local council as part of your compliance documentation.
- If required, we can return to complete a post-construction inspection, documenting any changes or damage that occurred during the works.
This before-and-after comparison provides a clear basis for resolving any disputes and for demonstrating compliance with council conditions.
If your council or certifier has asked for a pre-construction condition report, Houspect can help.
